EUROPEAN NETWORK OF ELECTION MONITORING ORGANIZATIONS (ENEMO) condemns Russia’s invasion of Ukraine

ENEMO unequivocally condemns Russia’s military invasion of Ukraine, a sovereign European country
and democracy.


ENEMO stands with the people of Ukraine, and reaffirms our support to Ukraine’s independence,
sovereignty, and territorial integrity within its internationally recognized borders.
Fabricated claims and unfounded allegations have led to an unprovoked and completely unjustified attack on Ukrainian soil and the people of Ukraine by Russia, causing loss of human lives and forcing thousands to leave the country and seek refuge in neighboring countries.


The whole world is witnessing how President Putin, a totalitarian ruler who has for decades undermined democracy, rule of law, and integrity of elections, while exerting pressure on civil society and political opponents in Russia, is attempting to destroy a neighboring democracy.


It should be remembered that these actions led by Russia constitute a serious violation of international law, in particular the UN Charter and other commitments of Russia set forth in the Charter of Paris, in the Helsinki Final Act, and in the Budapest Memorandum.


Russia’s actions are not only in clear breach of international law, but they also constitute a grave violation of the human rights and fundamental freedoms of the Ukrainian people.


The use of the territory of Belarus, authorized by President Lukashenko’s regime, to carry out this
aggression against a sovereign country, should also be condemned.


ENEMO urges USA, EU, OSCE member countries as well as other democratic countries to urgently
introduce harsher sanctions against Russia and its regime to pressure President Putin to stop the war against Ukraine.


Russia must withdraw all its forces from Ukraine and allow unobstructed access for the delivery of
humanitarian assistance. We also call upon the Russian authorities to reverse the recognition by Russia of the so-called independence of the rebel-controlled territories of Donetsk and Luhansk.


ENEMO emphasizes the necessity of a peaceful resolution of this conflict based on international law.
