The National Agency of Public Registry Is Illegally Delaying the Registration of ISFED’s new Executive Director

Update: Following the release of the statement the National Agency of Public Registry completed the registration of the requested change.

On April 23, 2025, the Board of the International Society for Fair Elections and Democracy (ISFED) elected a new Executive Director. On April 30, ISFED submitted a request to the National Agency of Public Registry (NAPR) to register this change. However, the NAPR has not completed the process to this day, thereby grossly violating Georgian legislation and hindering the organization’s operations. 

Following ISFED’s request on April 30, the NAPR suspended the registration process on May 1 and identified a minor flaw in the application, which was fully corrected the very next day, on May 2. The NAPR was obligated to make a decision the day after the irregularity was corrected. Nevertheless, it took no action until May 14. On that date, in gross violation of the deadlines established by Georgian law, the NAPR once again suspended the registration process and identified a new flaw, which was also fully corrected the following day, May 15. 

Despite all flaws being corrected promptly and fully, the NAPR continues to violate the law by failing to complete the registration process and to register the requested change. The unlawful delay of the registration process represents a blatant violation of the deadlines and regulations established by Georgian legislation, specifically the General Administrative Code of Georgia, the Law of Georgia on Public Registry, and the Government Ordinance on “Approval of Service Fees, Payment Rules, and Service Deadlines Provided by the National Agency of Public Registry under the Ministry of Justice of Georgia.” 

The artificial and unlawful delay by NAPR in registering changes to ISFED’s official records obstructs the proper functioning of the organization. Considering that in recent years the Georgian Dream party has been targeting Georgian civil society organizations through various means and attempting to restrict their activities, the ISFED believes that the NAPR’s actions go beyond legal boundaries and constitute a form of political repression.
